Hurricane Zeta(October 28th, 2020) caused extended and widespread power outages. Traffic Lights were out in many cities. Many drivers did not know what to do when traffic lights are out.
Spoiler: When traffic lights are blacked out, you treat those intersections as 4-way stop signs.
